Aqsa Zubair is an Assistant Director in the Supervision (Financial Technology) Department at the Bermuda Monetary Authority. She leads regulatory authorisation and supervisory oversight of digital asset activities under the Digital Asset Business Act 2018, as well as licensing and authorisation under the Digital Asset Issuance Act 2020, with a focus on complex business models, emerging technologies, and novel market structures. In addition to her supervisory responsibilities, Aqsa plays a leading role in shaping and advancing Bermuda’s financial technology and digital asset regulatory regime through extensive international regulatory engagement and collaboration. She represents the BMA across global regulatory forums and bilateral engagements, contributing as an expert to policy dialogue, supervisory coordination, and the development of technically informed, forward-looking approaches to digital asset oversight. Her work supports responsible innovation while maintaining robust regulatory standards, reinforcing Bermuda’s position as one of the world’s earliest and most mature jurisdictions with a comprehensive, purpose-built digital asset regulatory framework.
